Ward Secretary Accused of Using Fake Indian Certificates for Government Jobs | Ratopati


Kathmandu. The Commission for Investigation of Abuse of Authority (CIAA) has filed a charge sheet at the Special Court, Kathmandu, against Hiralal Kafle, the ward secretary of Ward No. 2 of Arjunchaupari Rural Municipality in Syangja, on charges of obtaining government appointments and promotions using fake educational certificates from India.

A complaint was filed alleging that Kafle obtained fake educational certificates from India without studying and was working as a ward secretary based on those certificates, prompting the CIAA to launch an investigation.

During the investigation, it was confirmed that Kafle submitted fake documents at various times to get appointed and promoted in the Arjunchaupari Village Development Committee office in Syangja. He used the same certificate to obtain a temporary appointment as Office Assistant (Gazetted Third Class) on Jestha 2, 2057 BS and a temporary appointment as Kharidar on Shrawan 6, 2064 BS.

Similarly, the CIAA stated that he submitted the same fake certificate to get a permanent appointment as Assistant Level Third Class (Mukhiya) on Kartik 15, 2067 BS, a promotion to Kharidar at Assistant Level Fourth Class on Magh 1, 2072 BS, and a grade increment to Assistant Level Fifth Class at the Arjunchaupari Village Executive Office on Magh 10, 2079 BS.

Kafle had submitted fake educational certificates claiming to have passed the SLC equivalent examination ‘HSLC (Repeaters)’ in 1998 from the ‘Board of Secondary Education Assam’ in Guwahati, Assam Province, India. CIAA Spokesperson Suresh Neupane informed that a charge sheet was filed at the Special Court on Thursday seeking punishment against him under the Prevention of Corruption Act for obtaining positions, benefits, and facilities he was not entitled to by using fake certificates for government appointments and promotions.
