Candidates from Nepal or Bhutan are eligible.

Indian-origin candidates who have migrated to India to permanently settle in India from countries such as Sri Lanka, Uganda, Pakistan, Burma, Tanzania, Zambia, Kenya, Malawi, Zaire, Ethiopia, and Vietnam are eligible to apply.

Candidates who are Tibetan refugees who came to India before January 1st, 1962, to settle in India permanently are also eligible to apply.
However, candidates from the last three categories discussed above must possess an eligibility certificate that is issued by the Government of India. The eligibility certificate must be issued before this notification is announced.
